Standing Rules:
bulletA participating Chapter shall contribute $100, a one-time, non-refundable membership fee to join the council.
bulletThe membership shall consist of one member from each participating chapter to be designated by the Chapter, for the purpose of voting.  Additional Chapter members are welcome and encouraged to serve on committees.  It is hoped that Chapters will be supportive and share in the responsibilities of NCCC, both as Chapters and individually.
bulletOrganization shall consist of moderator, a vice-moderator, a treasurer, a secretary, and committees as deemed necessary.  These positions shall be filled either by volunteers, by suggestions from membership, by consensus from group or by ballot.
bulletA quorum shall consist of representatives from four Chapters.  A majority of the quorum is required to change the Standing Rules.
bulletThe NCCC shall meet at least four times per year.  The place and date is to be set by the members.  If necessary, a vote by phone is acceptable.
bulletEach person in each position and each committee shall maintain a record of responsibilities and activities to be used in assisting future members.
bulletA thorough review of each Retreat shall be conducted at a meeting of the NCCC after the Retreat.
bulletThe status and future of all aspects of this council shall be reviewed by December 31st of each year.
bulletDissolution -  Upon consent of 3/4 majority of the member Chapters, NCCC can be dissolved.  Notification of the dissolution meeting will be by certified, return receipt requested, mail to each Chapter representative and president thirty (30) days prior to the meeting.  All money in the treasury at the date of dissolution will be apportioned equally to the active chapters, after all NCCC debts have been paid, and after any amounts owed to NCCC by Chapters have been paid.
